Voltage regulator.
If it's a mechanical one it needs adjusting, if it's the electronic version
it's bad.
Either that or you have something miswired and the SINGLE field terminal is
getting a constant 12V.
I know you say you bought a new one. But it's either bad or needs
adjusting. The FSM gives hte details how to adjust the mechanical one, the
electronic version is aftermarket so the FSM will not cover that.
